Default Freezing gust broken with 3 water hexs?

Did some testing on freezing gust

Freezing gust, hex spell if target foe is suffering from a water magic hex that foe takes xx damage, otherwise that foe is snared for x seconds.

with Shatterstone, Rust, Shardstorm, those 3 water hexs didn't trigger the damage effect from freezing gust and just the snare part, which takes away from some strategy like shatterstone>freezing gust

Tested it with every other water hex its just those 3 that don't seem to count as a *water hex* and are just normal hexs for the spell.

Would it only do damage for one water hex? Because it does say if the foe is suffering from A water hex... But yes they should fix this.
